Departments	Chief Responsibilities
Office Department	Disclosure of the government affairs, discipline inspection and surveillance, inquiry of the documents
Political Affairs Office	（I） responsible for political education publicity and cultural and ideological progress of the bureau organs and public institutions;（II）responsible for the instruction of organizing, personnel affairs, wages, etc. ;（III）to undertake specific works of the bureau organs, public institutions and sub-bureau cadre group cultivation and of cadres dual administration of county(city-level) bureau of land and resources;（IV）responsible for cadre check, evaluation, award, professional title assessment, and other affairs:（V）to organize and carry out the city-wide land and resources cadres training, international exchange and technical cooperation, etc. and to take charge of the political examination and procedures of outbound personnel;;（VI）responsible for the bureau organ retirees management;（VII）to complete other affairs assigned by bureau cadres.
Department of Accounting	Collecting the land tax
Department of Development	Drafting and carrying out the general plan of land utilization, annual program, approving the transfer of farming land protecting developing and regulating the land
Department of Arable Land Protection	（I）to draw up and implement the policy regulations relevant to farmland protection, arable land protection, and primary farmland protection.;（II）responsible for the compilation and verification of land expropriation;（III）to map and implement the policy for compensating and relocating displaced inhabitants, coordinate the implementation of relevant policies for the management of rural land reserve for development, and supervise and verify the implementation;（IV）to guide and assist county(city) land expropriation demolition and relocation, and be responsible for the coordination and supervision of various downtown construction project expropriation land demolition and relocation .;（V）to issue collective ownership land and house demolition and relocation certificates and take charge of the arbitrament when disputes occur in collective ownership land and house demolition and relocation.（VI）to complete other affairs assigned by bureau cadres.
Cadastre Department	Land Registration and issue of licenses, settlement of the dispute of the ownership, examination of the land evaluation
Department of Land Utilization	（I）to implement the assignment, sale, transfer, lease, investment at a certain price and government acquisition and reserve of the land ownership and to map relevant regulations;（II）responsible for the supervision of land assets, land market and land evaluation agencies , and the handling and management of reformed enterprises and institutions land assets.;（III）to take charge of the framing, verification and report for approval of specific construction project land expropriation plans.;（IV）responsible for the adjustment and assessment of land grading and benchmark land prices, and land price dynamic supervision.（V）responsible for initial confirmation of land evaluation price and organizing city land transfer price joint checkup.（VI）responsible for the circulation management of rural collective non-agricultural construction land use ownership;（VII）responsible for the preparatory examination of construction project lands except new construction land.;（VIII）to complete other affairs assigned by bureau cadres.
Department of Minerals	（I）to instruct the compilation and implementation of minerals resources overview planning and exclusive planning;（II）to take charge of the supervision of minerals protection and exploration and utilization, and coordinate the relevant affairs of minerals stipulated fees management;（III）to administer the mining right and its market, and take charge of mining examination and approval, registration and issue of certificates , and mining right transfer, resuming examination and approval, and take the responsibility of the paid mining right use;（IV）responsible for the supervision of commercial mineral water, geotherm water resources exploration, and the examination of mining permission;（V）responsible for minerals resources reserves registration management, geological exploration management and mine ecological environment protection supervision, and dealing with trans-administrative area mining disputes ;（VI）to organize to compile and implement geologic hazard prevention and controlling planning, draw up and carry out the regulations for protecting geologic environment and relics, coordinate, instruct and supervise the geologic hazard prevention, emergency handling, and controlling;（VII）to organize the initial evaluation of construction land geologic hazard risk assessment.（VIII）to complete other affairs assigned by bureau cadres.
Bureau of Legislative Affairs Supervision	（I）to organize to coordinate land and resources legislation and planning;（II）to organize to coordinate land and resources local laws and regulations, rules and regulations drafting and policy survey;（III）to take charge of the examination and coordination of the state land resources supervision and criterion documents;（IV）to assist in guiding the staff to perform their administration duties according to the law and investigate and deal seriously with grave land and minerals resources illegalities.（V）to be in charge of state land resources supervision law consultancy and legislative publicity;（VI）to organize to coordinate the state land resources affairs involving complaint letters and visits;（VII）to organize to coordinate the administrative review, guidance of relevant hearing and response to suits;（VIII）to complete other affairs assigned by bureau cadres.
Discipline Inspection Office	（I）to inspect the implementation of party routines, guidelines, policies, resolutions and orders by the bureau organs, public institution party committees, and staff, county(city-level), district(sub-district) cadre groups, investigate actions against state laws and regulations, party disciplines and put forward relevant proposals ;（II）responsible for the Party’s work style, building of a clean government and fight against corruption, and the relevant education campaigns;（III）to handle the disclosure, prosecution, accusation of violation of the Party’s and political disciplines by personnel of the Party’s committees at various levels of the bureau organs, public institutions, and the cadre groups of county(city-level), and district bureau(sub-bureau).（IV）to handle the appeal not subject to the Party’s and political discipline punishment and to safeguard legitimate rights. （V）to take charge of organs efficiency building; （VI）to guide the discipline supervision of various counties(cities), and district bureaus(sub-bureaus). （VII）to complete other affairs assigned by bureau cadres , commission for disciplinary inspection and supervision department.
Party Committee for the Organs	to be in charge of the bureau organs and public institutions’ relation between the Party and the masses and organize to coordinate relevant political thoughts education.
